Important Points:

• AB 2313 became operative on January 1,2001. However, the language in the bill said the changes to the finance mechanisms for GATE became effective July 1, 2001, so they did not impact the allocations to the school districts for the current year, 2000 -01.
• In contrast, the changes to law did become effective January 1, 2001. For example, this means that after that date districts no longer have to request approval from the State to use GATE funds for field trips.
• AB 2313 requires that applications for district GATE programs be available no later than April 1 of each year. This means that the April 1, 2007 applications for the 2007 - 08 school year reflect the changes enacted in AB 2313.
